One technology, two sales pitches delivered one after another — one buyer said no, the other said yes. The refusal came from Australia; the acceptance came from Hong Kong. Decades later, Hong Kong became the first place in the world to use the Octopus card. The most interesting part is not the technology itself — a technology’s fate is not decided in the laboratory, but in the soil it lands on. So why did it come alive in Hong Kong of all places?
The Technology Slept for Twenty Years
The core technology behind the Octopus card was born in the early 1970s. It is a passive card: powered by the reader’s radio field, no battery inside — light, durable, cheap. Yet a technology this useful slept for decades — into the 1990s, nobody had figured out which field it belonged to. A lecture in an innovation-management course gave it a metaphor: Pinocchio, asleep. The seed had no problem. The problem was the soil. It was usable in the 1970s — so what was it waiting for?
Australia Said No; Hong Kong Said Yes
The two professors who developed the system worked at Curtin University of Technology in Australia, and the first door they knocked on was the Australian railway’s. The answer was no. The reason had nothing to do with the technology: with a passive card, fare gates would no longer need so many human hands, and Australian unions are powerful — adopting it meant layoffs, and the railways came close to a strike. The professors gave up, came to Hong Kong, and talked to the MTR, which adopted it immediately. Hong Kong thereby became the first city in the world to use the Octopus card, which spread from transport to dining and turned up everywhere. Same technology, same pitch, two patches of soil, two answers. Evaluate the card on its own and the spec sheet reads identically in both places — every difference sits outside it.
This Story Is Not a Defense of Inertia
Someone will say this is a defense of inertia: unions blocking technology is nothing to admire, the Australian railways refused because refusal was justified — protecting jobs, honoring labor law — while Hong Kong accepted because acceptance met no resistance. Reasoning backward from outcomes is something anyone can do. The objection aims at the weak spot: before the outcome arrives, who can claim to be reading the soil rather than making an excuse? The case makes no judgment about right and wrong; it states a mechanism. The same passive-card technology, with identical cost and experience in both places, leaves only three variables: the structure of labor, the power of unions, the chain of decision-making. During the twenty years the technology waited, the chips never changed; what changed was which patch of soil loosened first. Australia was not wrong and Hong Kong was not right — two patches of soil gave two answers to the same seed. As for the jobs the unions protected, from the employee’s side that is a good thing — the mechanism can be analyzed neutrally, and its beneficiaries need not pretend to be victims.
Survivorship Bias, Answered
There is a sharper question: the Octopus is a survivor. Technologies that sleep for decades are everywhere, and most of those that wake up never find their soil — telling “the soil decides” from a success story is survivorship bias. It can be answered: precisely because most sleep to death, it matters more to see the variables clearly. A technology team cannot control the soil, but when it chooses a market to land in, the soil is visible. Seeing them and not seeing them is the real difference between the failures and the survivors. Among those that died in their sleep there may be technologies better than the Octopus, whose first door simply had a stronger union behind it. What can be done is to read all the variables the next time a technology goes looking for its soil.
Good Technology Wins by Not Having to Defeat Anyone
A technology’s fate is not written in its spec sheet; it is written in the soil where it lands. Good technology does not win by being advanced — it wins by finding the place where it can survive without defeating anyone. Pinocchio slept for twenty years.
